What goes wrong without an owner
Anomaly rates climb at one site and nobody notices, because nobody looks by site.
Corrections pile up until payroll, which is when they become pay errors.
Rounding drifts after a system update and nobody re-runs the check.
The tolerance diverges between supervisors, producing the inconsistency that grievances rest on.
None of these announces itself. They surface in a challenge.
Naming the owner
One person, named, with allocated time.
With authority to correct and to change the tolerance, or every adjustment becomes a request to someone busier.
With a deputy, because corrections do not pause for annual leave.
And with the standing to decline the requests in the refusal note.

The four system checks, in order.
How corrections are approved and by when.
How the rounding check is run.
What triggers an investigation and who authorises it.
Written so the deputy can follow it, which is the test.
What to report
Monthly: anomaly rate by site, corrections and turnaround.
Quarterly: the four measurements, rounding neutrality, and the other direction.
Annually: did anomalies fall, did the distributions tighten, what did each column cost, and would you run it the same way again.
To the workforce as well, at least the anomaly rate, because publishing it is what makes people report faults rather than absorb them.
Publish what changed
The habit that keeps the arrangement honest.
When a fault is fixed, say so.
When the tolerance changes, say so.
When the quarterly figures move, say which way and what is being done.
To the workforce, not only upward, because the people who report faults need to see that reporting them produced something.
