Where two shifts meet, minutes belong to nobody by default. The overlap that is either paid, unpaid or pretended away.

Continuous operations have a structural problem at every shift boundary, and most resolve it by not looking.

The overlap

The outgoing shift cannot leave until the incoming shift is there.

Handover takes time, and in healthcare, manufacturing and security it is required rather than optional.

Which means someone is working outside their paid period — either the outgoing shift stays late or the incoming shift arrives early.

Usually both, informally.

Not at all. The rota shows shifts meeting exactly, and the overlap happens in the gap between the record and reality.

People punch at their shift boundary and do the handover outside it.

And the minutes appear nowhere, until someone counts them.

The three honest options

Roster the overlap — shifts that genuinely overlap by fifteen minutes, paid.

Pay the handover as a defined addition.

Shorten the handover so it fits inside the paid period, which is a process change rather than a pay one.

Any of these works. Pretending the overlap does not exist does not, and it is the option in place almost everywhere.

Why it matters for this subject

An organisation investigating break overruns while requiring unpaid handover has a net position it has not calculated.

And the handover minutes are usually larger, because they happen twice a day, every day, to everyone.

Count them once and the project's priorities may change.
